Dear Friends and Colleagues,
Below please find the announcement for the 2010 Secretary’s Award for International Women of Courage (IWOC). U.S. Ambassador for Global Women’s Issues Melanne Verveer is calling on the U.S. Embassy in every country to nominate one “Woman of Courage” who will be considered by an awards committee later this year. I would therefore be grateful to receive your suggestions on Chinese women candidates you feel would be appropriate recipients of this award. Please fax to me the names of women candidates you would like to suggest, as well as supporting information on why the candidate is a woman of courage, by Monday, November 23rd.
The award, created in March 2007, will go to seven women around the world who have demonstrated “outstanding courage and leadership in promoting the political, economic, and/or social advancement of women” in their country or region. The seven awardees will be invited to Washington to participate in a high-profile program of events in celebration of International Women’s Day in March 2010. Women working in the political, human rights, economic, social, judicial, health, educational, press/media, peace and national reconciliation, and scientific and technological arenas are eligible. You will find additional information about the IWOC award as well as 2009 awardees at: http://www.state.gov/s/gwi/iwoc/index.htm.
Below is a Chinese language version of this announcement.
Thank you, and I look forward to your recommendations.

The Secretary of State's Annual 2010 International Women of Courage (IWOC) Award
The fourth annual Secretary of State's International Women of Courage Awards program is aimed at honoring women who have undertaken extraordinary steps and overcome seemingly insurmountable obstacles in the pursuit of equality, opportunity, and justice. As in previous years, in March 2010 the Secretary will pay tribute to seven outstanding women, one of which will represent Asia Pacific. The finalists will be invited to Washington to participate in a high-profile program of events in celebration of International Women's Day. Since its inception in 2007, this Secretary's Award has recognized 24 remarkable women from the following countries: Afghanistan, Argentina, Fiji, Guatemala, Indonesia, Iraq, Kosovo, Latvia, Malaysia, Maldives, Niger, Pakistan, Paraguay, Russia, Saudi Arabia, Somalia, Uzbekistan, Yemen, and Zimbabwe, as well as the Palestinian Authority.
Secretary Clinton has emphasized the rights of women and girls as a core factor in U.S. foreign policy. At the IWOC Award Ceremony in March 2009, she asserted: "As we celebrate the accomplishments and the untapped potential of women around the world, we must remind ourselves that ensuring the rights of women and girls is not only a matter of justice. It is a matter of enhancing global peace, progress, and prosperity for generations to come."
The Department of State has requested the Ambassadors or Chiefs of Mission in every country to nominate one "Woman of Courage". An awards committee chaired by Ambassador for Global Women’s Issues Melanne Verveer will select the seven finalists later this year.
Nomination Criteria: Each candidate for this award must have demonstrated outstanding courage and leadership in promoting the political, economic, and/or social advancement of women in the host country or region. Please consider women who have taken unusual risks, surmounted obstacles, or challenged harmful cultural practices in their efforts to defend and promote progress for women and girls. We encourage the recognition of emerging women leaders and activists, particularly those whose achievements have not been recognized in the past. Women working in the political, human rights, economic, social, judicial, health, educational, press/media, peace and national reconciliation, and scientific and technological arenas are eligible. With 2010 marking the 15th anniversary of the Beijing Declaration and Platform for Action, Ambassador Verveer in particular hopes China’s nominee be a “true groundbreaker in promoting women’s empowerment.”
The nomination must include a detailed (one-page) justification for the award highlighting the accomplishments of the nominee and relevant background pertaining to the award. Please provide full legal name of nominee; job title/association; date of birth; country of birth; citizenship; address, telephone, and e-mail; passport number; and language(s) spoken.
